Enterprise Zones
Enterprise Zones (EZs) are areas targeted for limited local and state tax abatement and tax credits. Local tax abatement (up to a 75% exemption) can be provided for new investments of real and tangible personal property (up to 10 years). Abatements up to 100% can be granted on remediation actions for contaminated property

Community Reinvestment Areas
The Community Reinvestment Area (CRA) program offers exemptions on improved real property for up to 15 years for eligible projects.  The City of Urbana has three active CRA areas to help offset the costs of doing business and for residential improvements within those areas. Abatement terms are negotiated based on actual investment, jobs created or retained, and other factors.

Workforce Development & Training
Champaign Technology and Employment Center (CTEC) brings together state, county and private employment and training services at one location. CTEC assists companies with employee recruitment, job screening and skill assessment, as well as special programs catered to the individual company needs.

HUBZones
The HUBZone Empowerment Contracting Program stimulates economic development and creates jobs in urban and rural communities by
providing Federal-contracting preferences for small businesses.

Foreign Trade Zone (FTZ)
Using new regulations which allow Foreign Trade Zones to expand under the Alternative Site Framework plan, Champaign County became a part of FTZ #138 (covering all/part of 25 central Ohio counties) in December 2010.  By using an FTZ, companies can reduce, eliminate and/or defer custom duties for eligible parts or finished products being shipped overseas.

Ohio Department of  Development (ODOD)
The Ohio Department of Development works to attract, create, grow, and retain businesses through competitive incentives and meaningful, targeted investments. In addition to the state legislature's overhauling of the business income tax structure, thus lowering the cost to do business in Ohio, ODOD offers numerous financial incentives to businesses considering Ohio as a place to move or expand their operations.  Examples include:

  • Job Creation Tax Credit
  • Job Retention Tax Credit
  • R & D Investment Tax Credit
  • Ohio Workforce Incentives
  • Rapid Outreach Grants
  • Ohio Enterprise Bond Fund
  • 166 Direct Loan Program
